Is contact-form outreach legal?

You're using a channel the business published for exactly this purpose. The ordinary rules for unsolicited commercial contact apply: GDPR and PECR in the UK and EU, CAN-SPAM in the US. Identify yourself honestly, send something relevant, honour opt-outs.

Do I need a CAPTCHA-solving subscription?

Not for reCAPTCHA v3, which most contact forms use. A real browser mints the token in-page for free. A solver key is optional, for v2, hCaptcha and Turnstile; without one those leads are reported as guarded.

Can I see what it sends before it sends it?
